民间资本参与公立医院改制的探讨

要改变我国医疗服务行业内部缺乏竞争和活力、公立医院经营绩效低下的局面。必须引入竞争机制。充分发挥市场的调解作用。而一个十分便捷有效的方式就是引导民间资本进入医疗市场。对公立医院进行改制。文章从传统的医疗体制亟需注入新鲜血液和积极应对入世后的医疗服务行业激烈竞争两个方面阐述了引入民间资本参与公立医院改革的必要性。并列举了有关政策和民间资本参与公立医院改制的实例。文章最后指出了民间资本介入医疗服务领域对我国卫生事业发展的积极意义。

Discussion on Private Capital Participating Reform of Property System of Public Hospital

Competition mechanism should be carried out to make full use of market for adjustment to change the situation of lacking vitality in health industry. It is an effective way to introducing private capital into the reform of property system of public hospital. This paper discusses the necessity for introducing private capital into the reform of property system of pubic hospital from two aspects that are the traditional system of health industry being in great need of new ingredients and coping with fierce competition after China enter WTO. The relevant policies and the examples related with the reform are also presented. The authors pointed out its positive significances in the end.
