| 摘 要： | 我国基本医疗保险制度主要由新型农村合作医疗、城镇居民基本医疗保险、城镇职工基本医疗保险三大体系组成。三种基本医疗保险制度的整合已成为国家医保的最终目标和人民群众的期望，该文分析了部分地区医疗保障制度整合的现状，并对“三保合一”的必要性进行了分析，最后进行了讨论，认为“三保合一”不应操之过急，应根据国情和各地区的实情逐步推进。

| Abstract: | Chinese basic medical insurance systems consist of the new rural cooperative medical care, urban residents＇ basic medical and urban employee basic medical insurance. The three basic medical insurance systems integration has become the ultimate goal of national health insurance and expectations of the masses. The paper analyzes the status quo of the medical security system integration in some areas, and analyzes the neccesity of three basic medical insurance systems integration. Finally it discussed that integrating three basic medical insurance systems should not be rushed and should be carried out step by step based on national conditions and the regional facts. |
