灾害医学视角下三级医院灾害脆弱性分析

目的：通过开展针对特殊地理生态环境下的湘潭市第一人民医院的灾害脆弱性研究，明确医院需要应对的突发事件，提高医院危机管理能力，以制订应对策略和预案。方法：医院灾害脆弱性分析小组组织职工根据灾害脆弱性评分标准进行调查和灾害风险评分，使用改进的KAISER模型计算出危害相关风险值，并进行结果评估。结果：统计结果表明，湘潭市第一人民医院灾害相关风险值排在前5位的灾害事件分别是暴力性医疗纠纷、电梯故障、停电、火灾、停水；明确了医院进一步需要应对的重点突发灾害事件。结论：医院可以根据分析结果，从灾害医学的角度出发，做好制定应急预案、开展演习、深入培训等基础工作，为进一步的救治、护理、康复等工作打下基础。

Tertiary hospital hazard vulnerability analysis in disaster medical perspective

Objectives：To analyze hazard vulnerability under special geography and ecological environment in the First People＆#39;s Hospital of Xiangtan to define the emergencies hospital needs to deal with, improve hospital crisis management capacity and to make strategies and plans. Methods：According to the Disaster Vulnerability Scoring Criteria, hospital disaster vulnerability analysis group carried out investigation and made disaster risk score. By improved KAISER model, hazard related risk value was calculated and the results were evaluated. Results：It shows that the top 5 disaster risks related to the values in First People＆#39;s Hospital of Xiangtan are violent medical disputes, elevator accident, power outages, fire disaster and water failure respectively. The key emergency events hospital needs to deal with are defined. Conclusions：According to the results of the analysis and on the perspective of disaster medicine, it needs to make contingency plans, carry out exercises, in-depth training to make conditions for further treatment and rehabilitation.
