| 摘 要： | 通过对原部属13所城市综合性医院补偿现状的分析，探索其可行的补偿渠道，旨在构建合理医院补偿机制、减轻社会医药总负担。目前，医疗服务价格不合理使医疗收不抵支，医疗业务收入不能完全补偿医疗业务支出：药品加成收入结余成为弥补医疗业务亏损的主要渠道：财政补助在医院补偿中作用甚微。认为应采取的对策为；保证财政补助并对其投入方向有所调整；提高医疗服务价格，药品从低差率过度到零差率；加强药品管制；增强卫生部门主管能力等。 |

| Abstract: | It hopes that it can form the rational hospital compensation mechanism through describing the revenue and expenditure of thirteen comprehensive hospitals in national level. The financial subsidy is shortage, the price of medical service is unreasonable and the proportion of pharmaceutical revenue is high at present. It gets conclusion as follows: to assure the financial subsidy of government and to adjust the direction and the way of it, to raise the price of labor service and to transit the lower price difference to the zero price difference, to strengthen the pharmaceutical control, and to strengthen the supervision ability of health administration sector. |
