广西世界银行贷款结核病控制项目中期评估结果分析

目的评估世行贷款项目在广西结核病控制规划中的作用，为广西结核病防治提供建设性的意见。方法按照卫生部世行贷款结核病控制项目中期评估的统一要求，各级项目执行单位完成表格填写和自查自评工作，自治区级对资料进行收集、复核以及汇总，调查表全部录入计算机进行分析。结果广西2004年DOTS策略覆盖率达到100％；2004年和2005年发现的传染性肺结核病人超过项目目标的要求，传染性肺结核病人治愈率均超过85％。50个贫困县新涂阳肺结核病人登记率逐年增加，从2003年的10．4／10万上升到2005年的32．25／10万；2003年贫困县新涂阳肺结核病人治愈率76．7％，2004年达到了88、6％，2005年达到92．1％。结论通过实施世行贷款结核病控制项目，实现广西结核病控制规划中期目标，初步建立可持续发展机制，但仍需进一步加强结核病控制工作。

Mid - term evaluation of World Bank Loan Project of Tuberculosis Control in Guangxi Zhuang Autonomous Region.

Objective To evaluate the effect of TB Control Program with World Bank Loan in Gnangxi Region. Methods According to the requirement of Ministry of Health for Mid - term evaluation of TB Control Program with World Bank Loan in Guangxi Region, the forms were filled by implementing organizations at various levels and the results were evaluated. The all filled forms were collected, checked, recorded and analyzed at provincial level using computers. Results The coverage rate of DOTS strategy reached 100% in 2004, the numbers of smear sputum positive tuberculosis eases exceeded the project target set in 2004 and 2005; the cure rates of smear sputum positive tuberculosis eases reached 85 % in 2004 and 2005. In 50 poverty - stroken counties, the registered rate of new smear positive TB eases was increased year by year, being increased from 10.4/100 000 in 2003 to 32.25/100 000 in 2005 ; the cure rate of new smear positive TB cases increased from 76.7% in 2003 to 88.6% and 92.1% in 2004 and 2005. After implementation of the project more attention has been paid to the control of TB by the government, thus special fund was allocated, TB control organizations were set up at various levels, proffessional workers were trained, TB prevention and treatment network was set up, equipment and apparatuses were suplied, larger- scale health education was carried out and all of which had set foundations for sustainable development of TB control after ending of the project. Conclusion Through implementation of TB control Project in Guangxi with World Bank Loan the mid - term objective has been achieved, sustainable development system has been established, but the work of TB control be still strengthened further.
