| Abstract: | This paper aims to provide a set of methods and steps to quantitatively verify the " Model of Mechanism on Preventive Function Ignored in China". The reasoning process is focused on: the quantitative measurement of the insufficient government financial input, the severity that preventive organizations paid attention to "fee - for- services" , and an attribution of increasing "fee - for- services" revenue. |
