大型城市应急医疗物资保障体系建设的问题与对策

突发公共卫生事件是考验一个大型城市应急管理能力的试金石,新冠肺炎疫情的发生提醒城市管理者要不断完善科学合理的应急管理体系,提升应对能力。建立健全大型城市应急医疗物资保障体系,是提高突发公共卫生事件应对处置能力的物质基础、提升城市应急管理综合水平的重要保障、实现国家治理体系和治理能力现代化的基础性保障性工程。通过加大公共卫生建设投入、完善应急医疗物资储备、储备企业应急产能、落实应急采购渠道、规范应急医疗物资科学管理、创建统一管理信息平台、加强应急医疗物资启用演练等一系列措施,来完善应急医疗物资保障体系建设,提升大型城市在突发公共卫生事件时的应对能力,保障人民群众人身安全。

Problems of Establishment of Emergency Medical Supplies System in Mega-cities and the Countermeasures

Public health emergency is a touchstone to test the capabilities of emergency management in Mega-cities. The occurrence of COVID-19 reminds government officials it’s urgent to establish the scientific and reasonable emergency management system and improve their response capabilities continuously. Establishing emergency medical supplies system in Mega-cities is a material basis for improving the ability to respond to public health emergencies. It is an important guarantee for improving the comprehensive level of urban emergency management and for building a modernization management system to govern the country. There are many ways to improve and perfect the emergency medical supplies system,including increasing investment in public health construction,improving emergency medical supplies reserves,improving reserving emergency production capacity of local enterprises,implementing emergency procurement channels,standardizing scientific management of emergency medical supplies,creating a unified management information platform,and strengthening emergency drills of medical supplies. The establishment and construction of emergency medical supplies system will improve the ability to respond promptly to public health emergencies and ensure the safety of the people in mega-cities.
