社区卫生服务对突发公共卫生事件应对作用的评价

目的评价社区卫生服务在应对突发公共卫生事件中的作用。方法对深圳市社区卫生服务在抗击非典中的作用和成绩进行绩效评价分析。结果深圳市社区卫生服务网络健全,机构布局基本合理,卫生设备配置基本齐全,社区医务工作者素质较高。“非典”暴发期间,对呼吸道感染发热病人登记追踪观察共1万余人次;“非典”健康教育覆盖率达到100.0%;举办专题讲座共计871场,开展上街咨询、义诊及电话咨询人数达53.8万人次,入居民家庭消毒服务共71701户。“非典”累计发生53例,发病率为0.76/10万,病死率为1.8%,医务工作者感染率为零,远远低于香港和广州。结论社区卫生服务在处理突发公共卫生事件中具有不可替代的作用,构建应急处理系统必须把社区卫生服务纳入进来。

Evaluation on the Function of Community Health Service on Answering Sudden Public Health Affairs

OBJECTIVE To evaluate the function of community health service on ans wering sudden public health affairs. METHOD This paper analyzes the function and achievement of community health service in Shenzhen in fighting SARS. RESULTS I t shows that the distribution of community health service institutions is fairly reasonable,medical equipment is rather completed and the quality of community h ealth service institutions is fairly reasonable,medical equipment is rather comp leted and the quality of medical staff is high.During the break out of SARS,more than,10 000patients with fever had been pursued and observed,and the health edu cation rate about SARS reached 100%.871 special courses had been held,and the to tal population taking part in street-counsel,volunteering medical treatment and telephone counsel is over 538 000,the number of family that accepts disinfectio n is 71 701.The SARS case is 53,incidence is 0.76~100 000,death rate is 1.8 %,infection rate of medical staff is zero,all of these indicators are much lower than Hongkong and Guangzhou. CONCLUSIONS Research results show that community h ealth service has very important function in treating with sudden public health affairs,and it should be included in sudden treatment system of public health.
