| 摘 要： | 本文总结国内若干高校在实施重大专项中的一些做法,就高校如何利用国家重大科技专项实施的契机,推动高校科技体制改革,建立适应时代发展的高校科技机制体制进行探讨,试图为高校推动科研管理机制体制改革提供参考依据.
