基于SCIE的高校科研文献产出评估模式与实证研究

目的建立基于科学引文索引扩展版（science citation index expanded,SCIE）收录和引用统计分析的高校科研产出评估模式,并以第二军医大学为例进行实证探讨。方法采用信息处理技术和引文分析法,通过比较、归纳、概括等逻辑方法以及专家咨询建立基于SCIE收录和引用统计分析的高校科研产出评估模式,并以2001/2010年间第二军医大学发表的SCIE文献为研究对象,采用该模式对高校科研产出进行了实证分析。结果通过对SCIE文献数量、学科分布、源期刊影响因子（impact factor,IF）、合作机构等情况的统计分析,可以量化地反映出高校科研发展趋势、学科优势、影响力、人才培养的真实情况。结论基于SCIE高校科研产出的评估模式具有良好的实用性和通用性,对科研人员科学决策具有重要意义。

SCIE-based Evaluation Model of the Academic Achievements of Colleges and Universities and the Demonstration Analysis

Objective The quantity and quality of articles from science citation index expanded（SCIE） in a university can be regarded as an important index for assessing the level of academic research.To establish the scientific research output assessment mode based on SCIE,and take the Second Military Medical University as the subject for empirical research of.Methods Using the information processing technology and citation analysi,the SCIE-based scientific research output assessment mode was established through the logic method（e.g.comparison,induction and summarization） and expert consultation,The SCIE articles of the Second Military Medical University from 2001 to 2010 were analyzed empirically according to the mode.Results Through the statistical analysis on the number of SCIE articles,the subject distribution,the impact factors（IFs） of source journals and the cooperative organization,the real state including the trend of scientific research development,the discipline superiority,the influence,the talent cultivation,etc.was quantitatively reflected.Conclusion The SCIE-based scientific research output assessment mode has well practicability and versatility,which plays an important role in scientific decision for the scientific research personnel.
