船舶防鼠板有效性的研究

〔目的〕探索船舶防鼠板有效使用性能和技术参数,为卫生检疫执法提供技术支持。〔方法〕根据法律规定,按鼠类的活动习性,提出防鼠板最低技术要求,并与国内外相关技术要求比较。〔结果〕国内现行的防鼠板技术要求与国际上对防鼠板的技术要求不一致,低于最低技术要求,不能保证法律对防鼠板使用的要求。针对防鼠板使用中的问题,研制出一种符合国际技术要求、实用的新型单绳自锁式防鼠板。〔结论〕应尽快制定我国船舶防鼠板技术规范,使行政执法规范化。

Study on the Effectiveness of Rat Guard on Vessels

Objective To probe effective properties of rat guard for vessels and formulate technical parameter in order to supply technical quarantee for health quarantine.Methods The lowest technical demands for rat guard were put forward in accordance with the active ability in rats.Results The technical demands in home of rat guard that had not be ensured according to the request permitted of the law were not comfort to those of international.A new model and practical rat guard of according with international demands should be put forward in order to supply technical quarantee for perfecting the enforcement of a law,according th the problem in the course of the using rat guard.Conclusins The technical standards of rat guard for vessels should be formulated as soon as possible in order to enforce the law standardization.
