金砖国家中医药技术性贸易壁垒及应对策略研究

作者介绍了中医药贸易的组成结构和主要内容以及与其他金砖国家中医药贸易的基本情况,分析了我国与其他金砖四国中医药服务贸易的现状、面临的机遇和存在的问题,提出扩大中成药出口规模,是推动中医药产业国际发展的重要指标,减少和消除中成药国际贸易技术壁垒是关键。总结了金砖国家与中医药相关的技术贸易壁垒措施,指出面对当前的技术性贸易壁垒,可以从中药注册和中医的市场准入两个方面来应对。要加强与其他金砖国家药典委员会的交流与合作,推动更多的中药标准进入对方国家药典之中;要善于借助国际贸易组织（WTO）的谈判机制、纠纷解决机制和贸易政策审议机制,加强中医国际标准的制定和推广,争取在国际组织如ISO认可中医服务标准;推动中医药教育的本土化发展,取得当地教育部门认可,促进中医人才本土化培养,然后由本土化中医人才推动本国立法,推动中医资格认可和学历承认,以此来减少中医服务的技术性贸易壁垒。

The Research for Technical Barriers to Trade of Traditional Chinese Medicine and Countermeasures

The paper introduces the constitution,main contents of Traditional Chinese Medicine Trade and the general situation of TCM trade between BRICs.At the same time,it also analyzes the present status,opportunities and problems of TCM trade between China and other BRICs countries.The paper poses that,to enlarge the export of Chinese patent medicines is the important indication of the international development of TCM industry,and the key to decrease and eliminate the technical barrier to the international trade of TCM.The paper concludes the measures of technical barriers to trade related to TCM,and the measures could be tackled in the two ways of registration of Chinese materia medica and market accession of Chinese medicine.The paper poses the solutions of reducing the technical barriers to trade of TCM service,including facilitating the inclusion of TCM standards into pharmacopeias of other BRICs through strengthening the communication and cooperation with committees of pharmacopoeia of other BRICs;strengthening the regulation and dissemination of TCM international standards and acquiring the recognition of TCM service standards by international organizations such as ISO by utilizing the negotiation mechanism,dispute solving mechanism and trade policy review mechanism of WTO;promoting the recognition of TCM qualifications and academic degrees in the way of legislation by native TCM professionals on the basis of promoting the native development of TCM education,acquiring the recognition of native educational administrations and facilitating the native cultivation of TCM talents.
