摘    要:目的通过探索第三方评估新机制,促进公共卫生服务公平性。方法采用德尔菲法邀请国内10名专家进行三轮修改完善第三方评估方案。经综合考量后,选定并正式委托海门卫校作为第三方机构对全市的基本公共卫生服务项目实施效果进行调查验証。又聘请第四方对第三方评估机制进行全面论证。结果设计科学严谨;考核效果量化;样本代表性良好;审核制度完善;失访控制较好;结论第三方考核评估可以实现客观、公平、公正。

Abstract:Objective: By Exploring new third -party evaluation mechanism to promote equity in public health services. Methods: By using Delphi method, 10 famous experts from different areas were invited to revise and perfect our project in three rounds. After comprehensive weighting, Haimen Health School has been selected as the third party to conduct the effect assess- ment project in the coverage of basic public health services in the whole district. Then the fourth party was introduced to evalu- ate the effect of the new third - party evaluation mechanism. Results : The design of new third - party evaluation mechanism is scientific and rigorous , the related indexes of assessment are quantified with good representative sample and low lost of follow up with a sound internal auditing mechanism. Therefore the conclusion is true and believable. Conclusion : The third - party evaluation mechanism could realize objectivity and fairness and just.
