| 摘 要： | 目的 通过德尔菲法构建一套国家卫生城市创建影响评价的指标体系，为国家卫生城市创建后的长期影响评价提供评价工具。方法 首先基于文献回顾确定指标框架，并以此为依据制定专家函询问卷。经两轮专家函询，根据指标筛选的原则、标准以及专家对指标体系的意见，形成国家卫生城市创建影响评价指标体系，并计算指标权重。结果 第一、二轮积极系数均为100%，权威系数均超过0.78。所有指标的变异系数均低于0.16，各级指标协调系数在0.14～0.41，χ2检验P值均小于0.05。最终确定了环境卫生、人群健康和社会经济发展3个维度，共22个国家卫生城市影响指标。结论 本研究所建立的关于国家卫生城市创建影响评价的指标体系具备良好的科学性和可靠性，为评价国家卫生城市创建后的长期影响提供了工具。

| Abstract: | Objective To establish a set of indicators for the impact assessment of the national hygiene cities’ establishment by Delphi method, and to provide an evaluation tool for long-term impact evaluation after the establishment of national hygiene cities. Methods Firstly, we determined the index framework based on the literature review and used it as a basis to develop an expert consultation questionnaire. After two rounds of expert consultation, according to the principles and criteria of index selection and experts’ opinions on the index system, the impact evaluation index system of national sanitary city creation was formed and the index weights were calculated. Results Both the first and second round positive coefficients were 100% and the authority coefficients were over 0.78. The coefficient of variation of all indicators was lower than 0.16, and the coefficient of coordination of indicators at all levels was 0.14 to 0.41, and the p-value of χ2 test was less than 0.05. Finally, three dimensions of environmental health, population health and socio-economic development were identified, with a total of 22 national sanitary city impact indicators. Conclusion The index system established in this study on the impact evaluation of the creation of national sanitary cities is scientifically sound and reliable and provides a tool for evaluating the long-term impact of the creation of national hygiene cities. |
